Always use a concealer like that matches your skin tone under the eye to cover discoloration and OVER the eye lid to create a primer for eye shadow.

Use a gel pencil or liquid eye pencil in brown or black for a defined look. The bottom liner should never go in the water line—makes the eyes look smaller. Do not line the entire upper lid…start half way, wing it & smudge out with your finger.

Use an eye palette with shades that can take you from day to night. The darker shade goes in outer corner and the lighter, shimmery one the brow bone for glam look.
